The Pennsylvania Fireman is a monthly news magazine published for more than 80 years by The Lancaster County Firemen’s Association, Inc. of Lancaster, Pennsylvania, USA. Its monthly features include State and National News of interest to the Emergency Services and training articles by nationally known authors. The Pennsylvania Fireman features a variety of advertising by manufacturers, and dealers for apparatus, equipment, and services of interest to fire, rescue, and EMS providers.
The Pennsylvania Fireman is widely recognized as the best source of used fire apparatus in the nation advertised directly by fire departments as well as dealers. Approximately 5,000 copies are mailed the last week of each month. The April issue of the Pennsylvania Fireman is the last issue before the annual Fire Expo in Harrisburg each May, featuring special information and advertising for the show.

Thomas Cook, Pennsylvania State Fire Commissioner
Thomas Cook has more than 36 years of experience in emergency services, and an extensive background in public and nonprofit administration—having served at the municipal, county, and state levels, with a primary focus on public safety and emergency management.
Most recently, Cook served as Assistant State Fire Commissioner. He was responsible for the day-to-day operations of the Office of the State Fire Commissioner.
Prior to that, Cook was administrator of the Pennsylvania State Fire Academy, with oversight of the firefighter training system for the Commonwealth.
Thomas A. Hoffman, Fire Marshal
Thomas A. Hoffman is a 32-year veteran of the fire and emergency services starting as a volunteer and transitioning to the career side where he has been since 2006. He holds a Bachelor of Science degree in Fire Science from Columbia Southern University and is a graduate of the National Fire Academy’s Managing Officer Program. He has dual designations from the Center for Public Safety Excellence (CPSE) for both Fire Officer and Fire Marshal. He currently holds the position of Captain and Fire Marshal for the Lancaster City Bureau of Fire.
Dr. Duane Hagelgans
Dr. Duane Hagelgans is a Professor of Emergency Management at Millersville University, teaching within the Center for Disaster Research and Education, where he teaches both undergraduate and graduate courses in emergency management. He retired as a chief officer with the Lancaster City Bureau of Fire in 2011. Currently, he is the Fire Commissioner for a regional fire service in Lancaster County, The Blue Rock
Regional Fire District. He was the emergency management coordinator for the City of Lancaster in the 1990s and is currently serving as the Emergency Management Coordinator for Manor Township and Millersville Borough. Hagelgans has written and spoken extensively about disaster preparedness. He has been a presenter at local, state, national, and international conferences. He is the Chairperson of the International Association of Emergency Conference Committee.
Chief Billy Goldfeder
Chief Billy Goldfeder, EFO, a firefighter since 1973, serves as deputy fire chief of the Loveland-Symmes (Ohio) Fire Department. He also serves as Lexipol’s senior fire advisor and is a member of the Fire Chief/FireRescue1 Editorial Advisory Board.
Goldfeder is a member of the Board of Directors for several organizations: the IAFC, the September 11th Families Association and the National Fallen Firefighters Foundation (NFFF). He also provides expert review assistance to the CDC NIOSH Fire Fighter Fatality Investigation and Prevention Program. Goldfeder is the recipient of numerous
operational and administrative awards, appointments and recognitions. He has
served on several NFPA and IAFC committees, has authored numerous articles and books, and presented several sessions at industry events. Chief Goldfeder

Dr. William F. Jenaway
Dr. William F. Jenaway, CSP, CFO, CFPS has over 45 years of experience in Risk Management in the insurance industry and 50-plus years of experience in the fire service. Bill served as an adjunct professor in Risk Analysis in the Graduate School at Saint Joseph’s University in Philadelphia and served as President of the Congressional Fire Services Institute. He was named “Volunteer Fire Chief of the Year” as Chief of the King of Prussia (PA) Volunteer Fire Co., and is the author of the text Fire Department Loss Control. A certified Incident Safety Officer and Certified Health and Safety Officer, Bill currently serves as Assistant Chief of Safety in Upper Merion Township Fire & EMS.
Nick Martin
Nick Martin’s passion for firefighting excellence started when he began his career as a volunteer in his hometown of Swarthmore, PA in 1994.
He is presently the Division Chief of Operations for the City of Salisbury, NC Fire Department, serving before that as a lieutenant with the District of Columbia FD and as a Battalion Chief with the City of Columbia, SC. He is a longtime member of the Kentland Volunteer Fire Department and founder of Combat Ready Fire Training. Nick speaks regularly across the country sharing a duty-first “Combat Ready” mentality and teaching fireground-proven strategies and tactics for incident command, officer development, engine, aerial, truck company operations, and more.
Frank Montes de Oca
Frank Montes de Oca served for over 38
years, holding positions of EMS Chief, Training Bureau Commander, fire chief, and emergency management director. Throughout his career, Chief Montes de Oca has advocated for responder safety and leadership development as an adjunct instructor for the National Fire Academy and credentialed OSHA and EPA trainer.
Eric G. Bachman
Eric G. Bachman, CFPS, AEM, FIT, a 42-year student of the fire service, is the Fire Marshal for Manheim Township Fire Rescue of Lancaster County, PA. He previously served as the Hazardous Materials Administrator at the Lancaster County Emergency Management Agency. He has authored more than 200
articles on pre-incident preparedness and case study analysis that have been published in various fire service periodicals. He is the former fire chief of the Eden Fire Company No. 1 of Lancaster County, PA,
and currently serves as a volunteer firefighter with West Hempfield Fire Rescue.
Glen Usdin
Glenn Usdin is a nationally recognized fire chief. His firefighting career began on Long Island where he served as a company officer in the busy Massapequa FD and then as the first Fire Chief of the Lancaster
Township FD in Pennsylvania. He owns Command Fire
Apparatus, a Lancaster County business that has bought and sold used fire apparatus in Pa. for almost 37 years. Usdin’s fireground action images, as well as his highly evocative portraits, reflect a strong straightforward style.
Chief Usdin has been a student of Incident Command his entire career and ran the highly acclaimed nationwide Command School for many years.
